A case has gone "cold" when investigators determine that all potential le have "dried up". The Cold Case Detective explores how new technology and new informational resources might impact a dormant investigation.
A cold case can be reopened if a relevant inquiry identifies new suspects or strengthens the case against known subjects. Cold cases are sometimes reopened in incidents of parole reviews or additional witnesses coming forward.
The Cold Case Detective analyze all elements from crime scenes to develop theories concerning how and why certain crimes were committed. Recent advancements in DNA technology and other forensic techniques have enabled law enforcement agencies to reopen and solve many cold cases. While the voices of homicide victims may remain silent, the Cold Case Detective serves as an advocate for victims.
The Cold Case Unit's underlining mission is to persevere with a diligent and competent investigation and bring peace to the family and friends of those that were tragically killed. The Cold Case detective works closely with the District Attorney's Office who have same mission objectives. The Santa Cruz Police Department recognizes the importance of solving cold cases and bringing those able for those crimes to justice. We encourage anyone that may have any information about an unsolved homicide to contact our department as soon as possible.

Victim: Samuel Isaias Marroquin, 36 years old. Date: October 2, Santa Cruz Police officers located an unconscious and unknown Hispanic male victim with several apparent gunshot wounds. Officers and the Santa Cruz Fire Department attempted to render medical treatment, however the victim succumbed to his injuries.
Subsequent investigation revealed that this man was the victim of a homicide. This case is ongoing, and a motive for the crime is still unclear. The Santa Cruz Police Department is requesting any assistance which may be useful to this investigation. The victim had a tattoo of a red rose with three green leaves on his left forearm, and a tattoo of an Indian skull on his right forearm.
The tips of the feathers and the eye sockets on the skull tattoo are red in color; the remainder of the tattoo is done in black ink. Victim: Miguel Delgado Mendoza, 31 years old. Victim: Valdemar Victor Martinez, 19 years old. Location: Block of Walk Circle. Upon the arrival officers located one victim who was transported to Dominican Hospital where he succumbed to his injuries. On January 29, at approximately PM the Santa Cruz Police Department responded to a remote area of Pogonip Park where a badly decomposed body of a female had been located by hikers.
For nearly 20 years this unknown young female victim was not identified. In December of the identification was finally confirmed. Our victim was identified as Kori Joanne Lamaster. Kori was 17 years old at the time of her death. Unfortunately, the story did not end with her identification. The Santa Cruz Police Department still has a cold homicide case. Officers arriving on scene were directed to the 19 year-old male victim, Carl Reimer, who had been shot. The victim was treated at the scene by emergency medical personnel and then transported to an out-of-county trauma center. At approximately AM the victim succumbed to his injuries. There was a brief conversation between the suspect and the victim after which the suspect began firing a firearm at the victim.
The suspect was last seen fleeing east on Grandview Street toward Mission St. Unsolved Homicide - Case 03S Victim: Derek Kyle Snell, 20 years of age.

Date: May 30, at approximately hours. Location: block of Raymond Street. Snell later died from his injuries. It is believed Snell was stabbed by multiple individuals who were attending a party near the beach on Memorial Day Weekend. Victim: Carol Ann Panzica, 39 years of age. Date: August 21, On the evening of August 21, at approximately PM a male and female were shot by an unknown gunman while they were seated in a vehicle in the parking lot of an apartment complex located in the Block of Sycamore St. The male victim, Daniel Marquez, was shot multiple times. He died from the gunshot wounds while in surgery. The female victim was treated and recovered for a single gunshot wound to her shoulder.
